Key Performance Indicators
The Ontario colleges’ Key Performance Indicators (KPIs) were developed collaboratively by the ministry, Colleges Ontario and student associations in response to the Ontario Provincial Auditor’s 1996 recommendations for outcomes-based accountability measures for public investment in college education. Data collection on graduate outcomes and satisfaction, student satisfaction, and employer satisfaction began in 1998-1999.
There are five main KPIs for Ontario’s colleges:
The Student Satisfaction Rate is a calculated composite of four capstone questions in the student satisfaction survey. These capstone questions refer to:
- the knowledge and skills that will be useful in the graduate’s future career,
- the overall quality of the learning experience,
- the overall quality of facilities/resources, and
- the overall quality of college services.
The Graduation Rate is based on tracking individual students who entered a program of instruction in a particular enrolment reporting period and assessing how many of those individuals completed the program a number of years later. The program duration used to establish a student’s program completion time frame equals approximately 200 per cent of the normal program duration with the exception of applied degrees where a seven-year completion period is used.
- The Graduate Satisfaction Rate is determined from the percentage of graduates who are very satisfied / satisfied with the usefulness of their college education in achieving their goals after graduation.
- The Graduate Employment Rate is the percentage of graduates who are working full or part time within 6 months of graduation. It excludes those who are in school full time, or are not actively looking for work.
- The Employer Satisfaction Rate is determined from the employers’ overall satisfaction with their employees “college preparation for the type of work he/she is doing” in an employer survey. The employers’ contact information is supplied by the graduates and the employer is then surveyed.
Graduates and employers are surveyed six months after student graduation through telephone surveys. Students are surveyed using an in-class questionnaire. All students beyond their first semester are surveyed. Student graduation rates are calculated by the colleges.
How is KPI data collected?
All colleges use the same KPI surveys and methods for data collection. Four of the five indicators (graduation rate excluded) are determined through annual surveys that are administered and/or analyzed by third party research companies contracted by the Ministry.
Student satisfaction and engagement survey
Georgian students (except those in their first semester or in University Partnership Centre programs) who are in full-time funded programs are surveyed in class to determine their satisfaction with college programs and services.
Graduate satisfaction survey
Graduates are surveyed by telephone on their satisfaction with Georgian’s programs and services six months and two years after graduation. Forum Research Inc. conducts both surveys.
Employer satisfaction survey
Employers are asked through a telephone survey conducted by Forum Research Inc. to rate how well the college has prepared the graduate. The college, not the graduate’s, performance is evaluated.
Graduate employment rate
The graduate employment rate calculates the percentage of Georgian graduates who found employment within six months of graduation.
The graduation rate is calculated by tracking students from when they started at Georgian on a full-time basis to their graduation from the college.
